Relaxed border controls
As of Tuesday, Feb. 1, the Philippine government will temporarily suspend its country risk list to allow fully vaccinated individuals into the country. Here is the timeline announced by the Philippine government over the weekend:
- February 1 – Fully vaccinated Filipinos, no matter where they come from, are welcome back to the country.
- February 10 – Fully vaccinated foreigners from visa-free countries are welcome again in the country. Foreigners can enter the Philippines for tourist or business purposes as of this date.
Both returning Filipinos and foreigners who have been fully vaccinated no longer have to go through mandatory quarantine. They only require a negative PCR test done within 48 hours of departure from abroad.
The Philippine government also indicates that those who are still quarantined by February 1 can "invoke the new guidelines" and adhere to the new guidelines.
Borders were closed for a long time
Since the start of the pandemic, the Philippines has closed its borders to tourists and allowed entry only to foreigners with valid Philippine visas. The Philippines was supposed to reopen in December 2021, but this was postponed due to the Omicron variant.
In the past, the Philippine Ministry of Tourism also tried to set up travel bubbles with other countries, but this plan failed.
On Friday, Tourism Minister Bernadette Puyat said it will closely monitor the situation on the ground and ensure that protocols are implemented in tourism institutions.
“We are confident that we will be like some of our neighboring countries, who have already taken similar steps, to reopen to foreign tourists,” Puyat said.
Requirements for fully vaccinated
The resolution also states that travelers should "monitor" themselves for seven days and then report to local authorities if they have symptoms. There is therefore no longer a question of quarantine, but people emphatically invoke their own responsibility.
International arriving passengers must have their proof of vaccination against COVID-19. They may present any of the following:
- International Vaccination Certificates Recognized by the World Health Organization
- The digital vaccination passport of the Philippines VaxCertPH
- A vaccine certificate from a foreign government that VaxCertPH has accepted on the basis of a mutual agreement
- Apart from that, the Philippine government said that foreign travelers must have a return ticket and a passport valid for at least six months at the time of arrival.
Rules for unvaccinated
Filipinos and foreigners who are not or partially vaccinated and whose status could not be independently validated must undergo an RT-PCR test within 48 hours of departure.
They must also be quarantined in a facility for five days. After that, they must quarantine at home until the 14th day after arrival.
Children under 12 who cannot be vaccinated will follow the quarantine protocols of the accompanying adult traveling with them.
Flight tickets are already available
Flight tickets to Manila and Cebu can be booked directly. For about 530 euros you fly directly to Manila on 11 February via Singapore.
If you fly via Cebu or who have Cebu as their final destination, you can fly to the Philippines for about 330 euros.

Who can say this with any certainty? I really only think the Philippine government… have you consulted those websites yet? And of course the travel advice from NL on the Netherlands worldwide?
I heard from the embassy in NL that only fully vaccinated foreigners are allowed to enter the country. No or incomplete vaccination means no entry. Is day still right? Is there a chance that this will change in the short term?
Scoot you have to pay a lot for a suitcase to be checked in.
